How to design new digital public services

How to design new digital public services - illustration

Today, public administration mostly digitalizes existing services. Often a historical process is simply “moved online” with all of its complexity intact.
The transport allowance project in the Hradec Králové Region points to a different approach: designing a new public service as a digital service from day one.

A new public service as an opportunity, not a complication

New support programs or measures often come out of a political decision and have to be launched in a relatively short time.
It is at this point that the fundamental decision is made:

  • create a quick paper solution and deal with digitalization later,
  • or design the process digitally from the outset.
  • The second option brings long-term advantages.

The service is not born as a compromise between old and new procedures, but as something that matches what people expect today.

The resident as the starting point of the design

The basic principle of a digital public service is to minimize the number of steps the resident has to take.
In practice that means:

  • not asking for details the state already knows,
  • not requiring a visit in person,
  • allowing the details to be checked before submission,
  • keeping the process understandable even for less digitally experienced users.

The form is then not just a way of collecting data, but part of the service.

Verified identity instead of manual checking

The integration with NIA, the Czech National Identity Authority, fundamentally changes how digital services can be designed. Identity is verified automatically and the office works with trustworthy data.
The result is:

  • fewer errors in applications,
  • fewer requests for missing details,
  • faster processing,
  • greater public confidence in the digital service.

A form solution as the basis of scalability

Using Drupal and its form solution makes it possible to design services in a modular way. A principle created once can then be reused for other applications or support programs.
That matters above all for regions and cities, where similar services come up repeatedly, for example in transport, social services, or support for residents.
A digital public service is therefore not a one-off project but the foundation of future services.

Digital from the start means less work later

The greatest benefit of a digital design often shows up only after launch:

  • the data is available immediately,
  • nothing has to be retyped,
  • exports are ready for other systems,
  • extending the service does not require fundamental changes to the process.

Experience shows that investing in the right design at the start significantly reduces the cost of running and developing the service.

What public administration can take from this

New public services are an ideal opportunity to change the way public administration delivers. If they are designed digitally from the start, they can be simpler both for residents and for the office.
The combination of Drupal, the NIA integration, and a well thought out form solution is a practical way to introduce such services quickly and securely, without complex custom development.
